For the off-line problem minimizing average flow-time has the same optimal solution as minimizing average completion times.

We make no assumptions about the geographic distribution of sensors or targets: our results are worst-case. Throughout, we assume that the targets have fixed locations, and sensors’ readings represent a snapshot of the target locations. This view is valuable even in tracking applications when no a priori information is available about the motion of the targets and where the targets can be deliberately evasive, creating an adversarial situation. In such settings, a tracking algorithm is forced to interpolate the motion across snapshots, and therefore must solve the target counting and localization problem considered here.
